Why are these carton supports missing from our pallet review?

I have been asked to review an FR5 pallet pattern using the finished stack drawing, but the rotated cartons' reinforced base strips fall partly over gaps and the drawing gives no section through that contact; I can identify the mismatch, not decide whether the packaging can tolerate it
