Our FR5 reconnect adds a plate without another inspection

The PLC completion was high before the connection dropped and is still high afterwards, but our application adds another accepted plate on that first read. I want the retained completion matched to its original attempt, with uncertain cases held for review rather than cleared or resent automatically.
