How do I explain a request the app never saw?

I tried to walk an operator through our FR5 sample-check screen and got stuck explaining a rejected request that apparently never reached the app. The PLC only pulses it briefly. Who should own setting and clearing the job signals so we can tell missed, received and completed apart? These are separate from the safety controls.
