The carton ends hang over the gaps in layer two

Our UR5e pallet layout rotates the component cartons. Packaging says the end panels carry the load; those ends land over spaces below. Tooling wants the spaces for its fingers. I want one review with filled cartons and both teams present. Has anyone got useful examples of how they resolved that conflict?
