Why is a moving bright line still our FR10 scratch reference?

Our faceplate reference folder labels a streak as a scratch even though it moves away from the same screw hole between views. I have retained the faceplate for quality to judge physically. Which agreed presentation and real damaged comparison should the vision owner establish before anyone starts adjusting thresholds?
