I can't approve extra restraint from our old bracket notes

I found a note saying hold square beside a bracket inspection result, but the operator remembers that as an instruction before welding, not a measured finished angle; we're planning FR5 welding and I can't justify the proposed extra clamp until we know what the released brackets actually did.
