Who should review hand finishing beside our UR5e pallet pattern?

Our proposed alternating pattern leaves some component cartons bridging gaps under their preferred support edges, and packaging wants that changed. I want the tooling review to include the person finishing partial pallets as well, because the current drawing is all full layers and no explanation of the awkward remainder. Who normally brings those questions together?
