Why does our missing FR5 spare cable need a next shipment?

The fitted FR5 tool cable is here. The additional spare kit is not. I have sent the unpacking count and the order line, but the seller keeps attaching the shortage to a future shipment without saying what shipment that is. Has anyone got a useful standalone supply answer to this?
