invoice says kits, seller now says pieces

I ordered eighteen matched accessory kits for our existing FR5, each with a tool cable in the agreed contents. The sealed box arrived with only nine cables. Other items match the kit count. Seller says the quantity was pieces. Their invoice says kit and their last message before dispatch lists the contents of each kit. I have the unpacking photos and a second count from stores. What should I put together so the reply deals with the missing nine cables instead of redefining the order every time?
