Our faceplate acquires a scratch when the lamp moves

I have three trial photos of the same faceplate for our proposed FR5 camera station. Two say good, one says scratched. The physical sample hasn't changed, just the lighting. Who should settle its reference judgement before someone turns this three-way argument into an inspection threshold?
