We're holding the FR10 fingers out of installation. The demonstrated set had shallow locating pockets for our inspection pieces; the delivered set has flat pads. Seller says the contact area is equivalent.

Ask them to compare the actual finger drawings and demonstrate the delivered set with your samples through the agreed task. Contact area alone leaves out how the piece is located. Do you have clear pictures of the trial set?

Yes, including the pockets and a part seated in them. Our approved drawing identifies that set as F2. The delivered bags say F4.

That gives you something specific to send back: approved F2 against delivered F4. Ask why the substitution happened and whether they can supply F2, while your tooling person assesses any proposed alternative.

I've requested F2 or a proper assessment of F4, with the original sample task included. No response beyond the equivalence claim yet. Thanks for making the location issue explicit.

Who will handle that assessment on your side? I would want the person responsible for the complete tool involved, not just a purchasing reply saying the seller has explained it.
