Start with the filled box's actual bearing requirement, marked over the pallet and lower layer. Add the complete tool at each constrained placement, opening and leaving. I cannot infer whether those gaps are unacceptable from their appearance alone; packaging needs to say which regions must be supported.
Does dispatch require particular label faces outward? Include that constraint now if it exists. Otherwise the first proposed orientation change may solve your drawing and create somebody else's unreadable pallet
