I am checking the old gusset-bracket notes for our FR5 proposal and the claimed movement compares a fixture tick with a released measurement, but nobody wrote down what the tick actually checked.

Find the person or instruction behind the tick before treating it as a dimension. It may mean the assembly was against its intended contacts, not that somebody measured the feature later found outside tolerance.
