I wouldn't freeze it. Is the stand quote explicitly provisional?
5分They may need a candidate position for the study. That is different from approval to manufacture the stand. Ask them which decision they actually need from you.
4分The purchase document should make that distinction too. A provisional position on an email can become a released stand on the order.
