who owns the half-finished pallet when we change the pattern?

Our UR5e layer review now includes carton support and the loaded tool, but the packing team want to finish an interrupted pallet by hand while the integrator wants it set aside; who should settle that before I write the changeover sheet?

Are they disagreeing about carton support, access, or how the remaining positions are identified?

Remaining positions, mainly, although packaging has only reviewed complete layers and I don't want hand finishing to become an excuse for leaving the awkward partial ones out.

Then packaging needs the partial cases too. Who owns the combined operating proposal?

And get the packers into that discussion. They'll be the ones staring at half a layer trying to work out what the sheet meant. Hand finishing needs an assessed access method and clear carton positions, not just the word manual written where the design ran out.
