Our pending housing job gets sent again after a restart

Our UR5e app died after sending a housing inspection. The file still says pending. Restart sends it again, and I don't want a second request just because the first result wasn't saved.

Stop automatic resend for uncertain jobs. Can you look up the first request by identity?

We found its receipt under the original request ID. Developer has split never-sent from uncertain and removed the resend for uncertain work. Still need the result lookup finished.

Keep that case in the restart test. Receipt found still needs its outcome reconciled.
