Mark them unpriced and keep them outside any supposedly complete ranking. Give both suppliers the same scope. Where a budget allowance is useful, state its basis and who needs to replace it with an actual proposal.
22分One supplier excludes training. The other lists it without shifts or attendance. I've asked both to clarify.

22分Added both. Restoration of the configuration belongs there too; the current handover line doesn't mention it.

Keep that as an outstanding supplier answer, not merely a checked box in your own spreadsheet. A common request makes the proposals comparable only after the suppliers answer it.
