Our FR10 request disappears before the inspection application sees it

The PLC emits a brief job request for our sample housing. The application sometimes reads after it has cleared. Neither author's interface note says who owns the request until receipt or how an unanswered request is reported. I want those decisions agreed before changing timing. This is the ordinary inspection interface, separate from the engineered safety functions.
