Get the unit and controller identities, inspection scope and results, service history and included-equipment list first. Then an assessor can identify what still needs checking for your proposed use.
Then price the remaining assessment before treating the asking price as a bargain. Powers up leaves a lot of the proposed handling application unexamined.
Include the work needed to make it a supported usable package for your cell, not only the assessor's visit. Missing tooling documentation, setup, transport and training can change the comparison with an apparently dearer offer whose scope is actually defined.
