I have included fixtures and guarding in our packing estimate, but the supplier quotes training one operator while our supervisor assumes that person can train the other shift without any cover for their normal work.
Put both training methods in the estimate with the time and cover each needs. Ask who will assess the second shift's competence and support them afterwards. Passing on a demonstration is not automatically the same service as the supplier training both shifts.
