Who applies the second label, and does the complete order comparison include that work alongside any extra pallet exchanges?

Packing applies it at the existing labelling stage, with the extra handling timed in the comparison; packaging accepts the straight candidate's support, but tooling still owes the withdrawal check beside a returned partial build

Did that returned-build check finish? I would keep the second-label option available without calling the entire straight pattern accepted before the tool can leave it.
