How do I get 62 kits from 55 tool cables?

I ordered 62 matched accessory kits for our FR10 fixtures. Sealed delivery has 55 tool cables; every kit was meant to contain one. The seller now says the quantity means pieces, although their final contents message says per kit. I have kept the receiving count beside that message and asked for the seven missing cables.
