Our restart helper sends the inspection request twice

I found our UR5e startup helper treating every pending coupon as never sent. Except one request was sent before the app crashed, so we don't know what actually happened. I've stopped the automatic resend. Now I need a way to reconcile that coupon without somebody guessing from the word pending.
