Why are our carton support strips missing from the UR5e pattern?

I was checking the carton count in our UR5e pallet proposal when packaging pointed out the two reinforced strips underneath each case. The rotated row puts one strip over a gap in the layer below. Tooling wants gaps for finger withdrawal, so simply closing them is not an answer either. What would make a useful joint review of those two requirements, including the partial pallet at the end of an order?
