Carton support absent from the alternating-layer section

I want the packaging and tooling people to review our UR5e case pattern together, because its turned positions bridge lower-layer gaps and the finger drawing quietly fills those gaps with support; the cases contain components with a preferred bearing direction, so I cannot see how either drawing can be accepted without the other changing.
