Can't approve the FR10 pattern with unsupported carton ends

I'm holding approval of our FR10 pallet layout because the rotated cartons put their loaded ends over the lower layer's gaps, and those gaps are also where the tool opens; what should packaging and the tool supplier bring to one joint review?
