Why does the fuller FR5 pallet put the heavy ends over gaps?

I'm reviewing our FR5 pallet pattern and the rotated cartons fit nicely until we draw their internal end supports. Then several sit over spaces below. The tool needs some of those spaces to release. Has anyone compared a lower-count pattern against changing the tool, with packaging and dispatch both involved? I can count the lost boxes; I can't price a supported load from the top view alone.
