Why does reconnect add a bracket our FR5 report already accepted?

The acceptance report saves a completed bracket, loses its connection, then adds another completion when it sees the same PLC state still high. We have no attempt identity attached to that retained state. How should I distinguish an already recorded result from work completed during the outage without automatically resending anything?
