I ordered four changeover sets for our FR10, each with an adapter and locating pieces in the seller's final message, but our sealed parcel has four items altogether and now they say set means item, so how do I explain this without another circular argument?

Put the promised contents beside the received contents, one set per row. And ask which agreed description they believe four loose items satisfy. Apparently the word set has had a busy journey.
