A mechanical baseline would help: with the cell isolated under its established procedure, have maintenance inspect the tray seating, contamination, finger condition and tool mounting before reviewing the stored tool and frame definitions. Compare those with the last known working configuration. An unchanged-looking tray does not establish that everything supporting it is unchanged.
