I cannot assemble all 13 FR10 fixture-loading kits from this accessory delivery. The box was sealed, but mounting adapters are short. Our unnamed Chinese seller says the quantity means pieces; the invoice says kit and the final message lists per-kit contents. How should I present the difference?

Make the agreed contents the basis of the count. List each required component, expected total for 13 kits, actual received quantity and its identity. Attach the invoice, final message and unpacking evidence. Ask them to reconcile the missing adapters specifically, not debate the word kit in isolation.
