Why does reconnect add another FR5 coupon without another inspection?

ClosedOur FR5 monitor adds a coupon when reconnect finds completion already high. Same retained job, larger total.

Match the retained job state against recorded completions before adding anything, rather than treating first sight of a high signal as a new event
