How can 198 matched kits mean loose pieces after delivery?

I ordered 198 accessory kits for our UR5e fixture jobs, each with a locating block according to the seller's final contents message. The sealed box arrived short of blocks. Invoice says kit, seller now says pieces. How do I make the shortage clear without arguing only about the word?

Show expected contents beside counted contents, with complete usable kits on a separate line.

And keep the final contents message attached. Their present explanation doesn't erase what they described before supply, but you still need the physical count to show the gap.

We counted 173 blocks, with the other listed components sufficient for 198 kits. That leaves 25 incomplete kits, not 25 items missing from an unknown mixture.

Are those blocks the specified matching type, Isaac? I would keep quantity and identity together so the seller cannot resolve the arithmetic with blocks that do not belong to your fixtures

We received the right count of wrong inserts once. Stores had to reopen the shortage.

Different part numbers on the bags. Obvious once someone checked beyond the number of bags.

Will, the 173 are identified against our ordered block type. I've sent the expected and received table with the contents message. The seller still replies that their total is pieces.

Ask them to reconcile their total with that per-kit contents message. Repeating pieces is not an explanation of how your 198 specified kits are supposed to be complete.

While that is disputed, let stores show 173 complete kits and 25 incomplete ones with the missing block identity. People planning the fixture jobs need an availability answer even before purchasing gets a remedy

Stores now shows that split. I've asked for a proposal for the 25 specified blocks or a clearly stated alternative for purchasing to consider. No replacement supply agreed yet.
