Cannot choose FR5 faceplate references from streaks that move

Our faceplate examples label moving bright streaks as scratches. Before the proposed FR5 inspection is commissioned, how do I establish physical reference decisions and controlled imaging without training around uncertain labels?

Retain identified faceplates and get quality's physical judgement first. A moving streak isn't automatically a defect, or automatically harmless.
