I taught the FR10 housing-unloading job and everyone can start it, but an empty source pocket brings them straight to me. I realised my instructions say check tray and nothing about what to do with the result. How much of that decision should I put in the operator handover?

What decisions are operators actually authorised to make? Start there with the integrator, then describe the observable cases and when to call for help. I would try the instructions with someone who hasn't watched you do the recovery, because you probably fill in three missing steps without noticing.
