Ask both suppliers to price the same operator tasks and handover material, then show any internal training hours separately; the word included will not make the shorter course cover your missing work.
We've listed the three insert variants, tooling changes, normal replenishment and recovery cases; first supplier says several need extra training time, which was absent from the attractive headline.
Include who attends and who trains the people not on that first session, because a course can be complete for its attendees and still leave the other shift dependent on one person.
