Yes, dispatch finishes short orders manually. The drawing only shows full layers. I have added partial arrangements and that finishing task to the joint review scope.
Ask packaging to mark the filled case's required bearing regions on each actual supporting layer and deck. Then show complete tool placement and departure with the neighbours already present. Without those regions, tooling would be guessing which gaps it can close to improve access or support.
Our packing lead had to put the filled case in front of the reviewers before the support question made sense, because the empty carton drawing said almost nothing about where its internal pack put the load; yours should be identified as part of that overlay too

And retain packaging's stack and dispatch-handling requirements with the support result. Straight rows need their own complete load assessment; their adequate bearing alone would not establish the finished pallet's suitability.
