Pending plate inspection means two different things after a crash

Our FR5 inspection application sent the plate request and crashed before saving the outcome. Startup sees pending and offers to send it again. I've stopped that helper while we split never submitted from submitted with no known result. The plate is held, and I don't want a second inspection quietly standing in for the one we lost track of.

Keep the uncertain attempt identified and reconcile any retained request, receipt or result against it. Quality needs to decide the plate's disposition; recovering a message should not automatically release the physical plate or create another request.

We recovered a matching receipt, no result. It now stays submitted, outcome unknown after another restart, with no automatic resend. Quality still holds the plate. Offline startup test passes that distinction; the wider recovery checks aren't finished.

Does the operator view say receipt found rather than inspection complete? I'd check that wording with the covering person while the held plate is still a concrete example.
