Send that component-level reconciliation beside the final contents agreement. Ask them to explain the three-block deficit directly; another total piece count will not answer whether the agreed kits were supplied.

And do not let the incomplete sets enter a planner's available-kit total. The commercial discussion and the workshop's actual stock can stay separate.
