Our FR10 lesson folder has three scratch arrows on brushed trim-plate pictures, but the samples weren't retained and nobody can identify who judged them; what can I usefully keep before we build a new reference set?

Keep them as old captures with unverified labels, outside the working defect set. They can still show what the earlier camera view looked like. They can't give you physical truth that nobody retained. For the new set, have quality choose and identify actual accepted and rejected plates, then link the full captures and useful close-ups to those decisions. Include ordinary strong reflections and faint real defects. I'd ask the loader to repeat the intended presentation too; otherwise the lesson may teach people to recognise one carefully posed picture rather than the feature on the part.
