Our joint review has started, but packaging marked the old layer while tooling used the changed one. I've stopped calling either approved. Who should reconcile the two comments before we buy the tool?

The person owning the layout needs both reviewers back on the same revision. Don't merge the ticks yourself. Did the change move carton supports, tool clearance, or both?
