Receiving counted the sealed delivery against our FR5 fixture-change kits and found only 28 complete finger sets for 35 kits. I sent the invoice and final contents message, which both describe one matched set per kit. The seller now says the quantity was pieces. I may be missing their counting logic, but it doesn't explain seven incomplete kits. What would make a useful shortage reply?

Show 35 kits ordered, 28 matched sets received, seven sets missing, beside their agreed contents message. Has the seller disputed the physical count, or only changed what kit means?
