Which interruption has actually happened most? Start with that and have controls define the authorised recovery. A sheet that tries to cover every imaginable fault will be large, vague and ignored.

Empty pocket. Then a restart where the screen points to a pocket but the operator isn't sure whether the block was already moved. Different problems, currently the same phone call.
