Start with one identified blank and ask each setter to show exactly where their measurement begins and ends. Then record the blank dimensions and the verified seating arrangement. The shared column heading may be hiding different methods.

Also check the tooling identities beside those sheets. If they came from different chuck setups, somebody may have combined numbers which were never meant to be compared.
