I would include maintenance's occasional access as well. A position can leave daily loading clear and still obstruct the panel someone needs when the machine is down.

The integrator needs an agreed survey to work from. The machine owner should confirm it represents the actual opening and required access tasks.

Then keeping the current manual job belongs in the decision. You do not owe the first sketch an installation.

We have withdrawn this purchase proposal. Manual removal stays; no further tool study commissioned.

Make sure purchasing has that decision against the quoted position. The incomplete original sketch should not remain an apparently live option in their comparison.
