Show the operator's preparation time in the first proposal and an explicit tooling allowance in the second. Leave the uncertainty visible; blank cells are making both offers look finished.
That needs its own comparison. A feeding concept suited to the regular kit could still leave mixed orders manual, with the training and changeover work shared between both methods.
Include clearing the previous inserts as well as fetching the next ones. Our changeover estimate forgot the half-used material waiting beside the bench, which somebody still had to identify and put away.
