Alternating can help tie a load together. It doesn't magically put cardboard under the weight. Do you have a section showing the supports inside these particular boxes, or just the outside dimensions?

Just the outside dimensions in the pallet file, but I've got an empty case with the two folded end pieces still in it.
14 pointsTake that to whoever specified the packaging. They'll need to see how the next layer bears on it. I'd draw a straight-stack option beside the alternating one so you've got an actual comparison.
23 pointsStraight stacking isn't automatically the answer either, especially once the pallet gets moved; I'd want the packaging person looking at the whole load, not just the nice support underneath one box.

11 pointsWhat does the tool grip? A different layer pattern can leave a jaw boxed in by the cartons already placed (even if packaging likes the support).

19 pointsI'd ask for the placement order on it too. Same finished pallet, different neighbours beside the tool while it's putting a box down. That can be the annoying part.
7 pointsOpen fingers clash on the inside row in drawing P2, and the toolmaker has sent P3 with that row placed first; packaging hasn't reviewed P3 yet.

4 pointsPackaging has now rejected the rotated layer as drawn and asked for a supported layout first, then they'll look at how to keep the load together; not the answer dispatch wanted but at least we're talking about the actual boxes.
