Our hand-loaded sleeves vary in stick-out. FR5 loading is only planned. Could blank length explain it?

Yes, but measure the whole blank and check the end that seats against the stop as well. A burr or trapped chip can change where it sits. Have the machining team compare identified samples with the machine secured for inspection; stick-out alone won't tell you which end of the problem moved.
