Not enough fixture locating block for the kits we planned

I bought accessories from an unnamed seller in China to make 85 matched kits for setting up repeat tray loading jobs with our existing Universal Robots UR5e, with a fixture locating block in each kit. The outer box arrived sealed but contains too few of that item. The seller interprets the quantity as pieces, despite the invoice's kit description and a final per-kit contents message.

Has the received inventory included all inner bags and loose items, using the final per-kit contents list as its reference? That would distinguish an actual count gap from items packed elsewhere.

Yes. I counted the loose pieces too, before anything went to the benches. Our final message includes a fixture locating block per kit, and we don't have enough for 85 kits.

Send the received counts beside the final kit definition and invoice line. Ask the seller to explain its unit of sale using those exact documents.
