Why has our FR5 pattern gained a turn that packaging never reviewed?

Our packed component case needs support along its long edges, but the newest FR5 pallet drawing turns two positions above lower-layer gaps to open space for the fingers; can I get packaging and tooling to review that change as one proposal?
